Wearing a mask outdoors becomes mandatory!

The Assembly adopted the amendments to the Law on protection of the population from infectious diseases and it will enter into force after its publication in the Official Gazette.

All citizens, except children under the age of 6 and persons with specific health conditions, people with special needs or persons with disabilities due to which wearing personal protection would be problematic or contraindicated, will have to wear masks outdoors. Not wearing a mask outdoors is punishable by a fine of 20 euros.

In addition to the mandatory wearing of a mask outdoors, the law also regulates self-isolation, which becomes mandatory when testing for coronavirus COVID-19 from the test appointment or the test itself until the result is obtained, and self-isolation continues if the result is positive. If there is a violation of self-isolation, the penalty is 50 euros.

A prohibition on group gathering in public space (parks, public areas or any outdoor area) has been introduced, in certain periods of the day. The fine for those who will be grouped outdoors will be 500 euros.

The law provides for personal protection of the person, such as: respiratory mask, disposable surgical mask, reusable textile mask, silk scarf or shawl, cotton scarf or shawl, bandana, etc., when leaving the home or when moving in public places and open and closed areas, in markets, in public transport and when entering closed spaces of operators which due to their nature of activity are a gathering place for several persons (state institutions, markets, shops, banks, post offices, waiting rooms, health institutions, etc.).

This measure will not apply:

  • when playing sports outdoors or indoors with respect to specific protection protocols (distance, disinfection, etc.);
  • when driving in a private passenger motor vehicle if the driver is alone or with a person/persons with whom he/she lives in the community;
  • when staying in the yard of a family house, alone, or with a person/persons with whom/who live together in a community;
  • when sitting in a catering facility in compliance with specific protection protocols (distance, disinfection, etc.);
  • if another type of job-specific protective equipment is used;
  • if the person is younger than 6 years of age (child);
  • if the person has a specific health condition, is a person with special needs or is a person with disabilities due to which the wearing of personal protection of the person would be problematic or contraindicated;

In addition to the above measures, the amendments to the Law on protection of the population from infectious diseases also regulate the treatment of persons infected with COVID-19. The law provides treatment and isolation of sick people in private health facilities or at home, in addition to treatment in public health institutions. Private health institutions, in addition to an appropriate license, must have the consent of the Ministry of Health to perform the activity of intensive care and therapy. Patients will have the opportunity to be treated in private health institutions in cases when the capacity for treatment in public health institutions is full.

The measures will last as long as there is a danger of an epidemic spreading.

The measure for control of the homes, ie allowed entry of only four people in one home, who are not members of that household has been withdrawn.
